Abstract
The 11th resolution by the Communist Party of Vietnam (CPV) has introduced “radical and comprehensive renovation in education and training”. Accordingly, the elements in the teaching process, especially the testing - assessment of students’ learning outcomes are supposed to be renovated in an orientation toward the development of competences. In order to assess and develop students’ competences, it is necessary for us to base on proper systems of competences and question banks. The process of constructing these banks involves the following steps: determining testing-assessment purposes, determining target competences to be assessed, establishing matrixes and question banks. Question banks developed in the orientation toward the development of competences function as a tool for students to practise in order to achieve required competences and also a tool for teachers to assess students’ competences during the teaching process. In this article, we introduce a system of competences that needs to be assessed in teaching the module Mechanics in the Grade 10 Physics textbook, thereby proposing systems of question banks that correspond to the development of competences to be achieved by students after being taught Mechanics.
