Abstract
The aim of evaluating lecturers is to turn the academic staff of a university into an organization with learning capability. The culture of each university is first the culture of the academic staff. In the educational activities, especially in the activities of evaluating lecturers, besides the development of the standards and the process of evaluation, the development of the culture of lecturer evaluation is indispensable and is an important motive that contributes to the success in evaluating lecturers.
